How to find capital (investors) for start-up New Mutual Fund Company?

How would you find a consortium of individual, company and institutional investors to fund various stages of a new Mutual Fund company offering investments to the general public? Are there any groups or websites you can think of or alternative avenues for finding them? Advertising in Wall Street Journal or Forbes would be too expensive right now-that would come later after start-up and management was put in place. Thanks
