What does the question 'are discreet phone calls acceptable at work' mean on a job application form?

i'm filling in an application form and there is a section about am i student, do i have access to a car etc there is a question that says 'are discreet phone calls acceptable at work?' im not sure if this means do i think that if i was to get a job it would be ok for me to discreetly answer my phone while im working or is it asking if its acceptable for me to answer discreet phone calls at my current job.. if its the second one i dont know what to answer as im currently unemployed and the only option it gives is yes or no.. can someone help me please?
