I don't know what to do about Military housing! Military spouses please respond!?

My husband got orders to San Diego in May, when we got down there he was immediately deployed. We put our name on the housing list and I moved home for work; we didn't have a place so it wasn't a big deal. Our name just came up on the housing list and I am flying down there on Tuesday and signing the lease (which I have Power Of Attorney for). The problem lay in, I don't have a POA to start, stop or hold an allotment, I don't know what to do. They want 1st months and a deposit equal to his BAH, I don't have that kind of money! I don't know who my Ombudsman is and I don't know anyone who can help me. My husband is basically unreachable so he can't fax her the papers back and I don't know what to do. Any advice you all can give me will help, I am almost in tears because I've been trying to figure out what I'm going to do for days, my husband is counting on me to do this! The housing lady is totally not understanding when I say and I quote, "My husband is on a secret mission, I don't even really know where he is." I feel totally lost and just need some help.
